I’d remove Matt Cutts’ cat blog and SEO Chat though, you’ll find only very basic and often flawed SEO advice there.
Instead I’d add the Search Engine Journal plus the Search Engine People group blogs. In spite of the “search” in the respective names they’re dealing predominantly with SEO. Both are really valuable resources.

Even without considering the proposed Yahoo-Bing deal, it is worth following, for some of its contents.
Daily SEO Tip (http://dailyseotip.com) from Ann Smarty & Loren Baker also gives some good practical tips.

A friend of mine have learnt much from Slava’s SEO Secrets. The owner of the site is describing what he really knows and has tried himself. In fact all of his sites are in Top 10 of the major search engines.
I’m a big fan of SE roundtable’s friday recap videos. I don’t see David Mihm’s blog there. But if you are doing Local Seo, I would be sure to catch his blog a few times a month.
